Collingwood Public Utilities Services Board-Water Rates Going Up?
I was looking at the agenda for Monday’s meeting and Staff Report T2014-04 Statement of Remuneration paid to Council and Appointed Board Members caught my attention. According to the web site for COLLUS (I was not able to find the minutes of this Town Municipal Board on the Town’s new-fangled web site but I digress) shows the Collingwood Public Utilities Service Board met 6 times in 2013. Now the establishing by-law (the one that created this new version of the group) was voted on in August 13th 2012. The minutes of that meeting reflect it was moved by the DM Lloyd and Seconded by Councillor Lloyd (not the same person but it does get hard to tell their voting records apart) and carried. It was not a recorded vote so I do not know if it was unanimous so let us hope the rest of council can clarify how they voted on this important piece of legislation that leads the way to a hearty helping from the gravy train!
This new version of the Board has 5 members, Chair Doug Garbutt, Director Terry Hockley, Director Ed Houghton, Director-Councillor Mike Edwards and Director-Mayor Sandra Cooper. The remuneration staff report shows that for 2013 we paid the following:
Chair Doug Garbutt $15,800.00 in stipend and per Diems plus $900.00 in professional development expenses
Director Terry Hockly $13,000.00 in stipend and per Diems and $0.00 in professional development expenses.
Director Ed Houghton $0.00 in stipend and $0.00 per Diems and $0.00 in professional development expenses.
Director Councillor Mike Edwards $0.00 in stipend and $3,000.00 per Diems and $600.00 in professional development.
Director Mayor Sandra Cooper $0.00 in stipend and $3,000.00 in per Diems and $0.00 in professional development.
This municipal services board met 6 times according to the web site and minutes that were available on-line. The total time spent at all 6 meetings was a whopping 8.33 hours!!!!!
Hourly Rates on the Gravy Train
Chair $2,004.80 per hour of meeting
Director Terry Hockely $1,560.62 per hour of meeting
Director Mike Edwards $432.17 per hour of meeting
Director Sandra Cooper $360.14 per hour of meeting
By-Law 2012-096 shows the per diem rate is $300.00 a meeting. So I do not know
if the web site accurately reflects the number of meetings held or if the staff report is inaccurate or we have another Collingwood “Senate like” scandal on our hands. Six meetings x 300.00 dollars per meeting is $1,800.00 not the $3,000.00 each has received!?
Six Meetings for Five Individuals totaling 36.65 hours of meeting time works out to billing the tax payers $974 for each hour of meeting time!
Reports from pre 2012 shows 3 people sat on the Public Utilities Board (Report T-2012-03, T2011-01, T2010-02) show those years the members were compensated a grand total of $0.00!
If Collingwood Council wants to save us taxpayers money, than repeal by-law 2012-096 getting rid of the water board thus demonstrating some inkling of fiscal responsibility!!
